Pursuant to Ark. Code Ann. § 23-67-202(1)(A)(i) “Advisory organization” or “rate service organization” means any entity which either has two (2) or more member insurers or is controlled either directly or indirectly by two (2) or more insurers, licensed under Ark. Code Ann. § 23-67-214, and which assists insurers in ratemaking-related activities such as those enumerated in Ark. Code Ann. § 23-67-216. Two (2) or more insurers having a common ownership or operating in this state under common management or control constitute a single insurer for the purpose of this definition.

The Arkansas Insurance Department does not require a formal application form for advisory organizations.
